Heat pump funding in Spain: check what you must pay upfront

Understand the three forms of support

A grant has its own budget, application window and award procedure. A deduction under IRPF, Spain's personal income tax, can reduce the income tax you owe, subject to the relevant rules and your circumstances. It does not automatically reduce the installer's invoice. CAE, short for Certificados de Ahorro Energético, are certificates for verified energy savings. The CAE system can give those savings financial value through its participants and procedures, but any payment to you needs documented terms.

Ask for the official name of each scheme. A description such as European funding or government discount does not tell you whether you qualify, who decides whether to approve your application or when money becomes available. If an installer or intermediary offers to manage the process, check the fee and what you will owe if the application is unsuccessful.

Check the status of the 2026 announcements

On 1 July 2026, MITECO, Spain's ministry responsible for energy, announced a proposal to strengthen CAE incentives for replacing fossil-fuel boilers with heat pumps. It was presented for public consultation. That announcement does not by itself establish final approved terms or a guaranteed payment for an individual installation.

Before putting a figure in your budget, check the rules in force and the technical specification sheets that apply to your work. For a regional grant, look at the application dates, eligible work and supporting documents. A programme's information page may remain online while it deals with earlier awards; that does not necessarily mean it is accepting new applications.

Allow for the full bill before support arrives

Suppose an installation costs €12,000 and you might receive €3,000 in aid. These are hypothetical figures, not market prices or a scheme's payment amounts. If the invoice is due before the aid is paid, you need access to €12,000. The eventual cost could be €9,000 if that aid is awarded and received.

Put the deposit, delivery, commissioning, application, decision and expected receipt of support into a dated schedule, using the order required by the actual scheme. Distinguish agreed dates from estimates. Include financing costs if you need to borrow. A quote is not affordable simply because it assumes the quickest possible decision and payment.

Also calculate what happens if the pending support does not arrive. If you cannot cover that scenario, consider delaying the work, changing its scope or assessing another system. The financial support should help fund an installation that suits the home; it should not be the sole reason to choose unsuitable equipment.

Check the proposed system before comparing incentives

Ask why the proposed output is appropriate, how the system will heat the rooms and whether it will also provide hot water for taps and showers. For a water-based system, check the emitters, such as radiators, and the intended operating temperatures. Confirm where the equipment will go. The price should cover the necessary alterations, electrical work, controls and commissioning, as well as the heat pump itself.

Existing radiators need to deliver enough heat at the temperatures proposed for the new system. In a flat, assess equipment space, noise, maintenance access and any required permissions. An estimate of annual savings also needs to show its assumptions about the climate, heating demand, system performance and energy prices. Those assumptions allow a comparison; they cannot guarantee what an individual household will save.

Agree who will handle the paperwork

Keep the official grant notice or rules for the support under consideration, with an explanation of why your project may qualify. Gather the itemised quote, equipment specifications, required certificates, invoices, proof of payment and commissioning records. Check before paying a deposit whether any application, assessment or document must be completed before the work starts.

Get written confirmation of what the installer will arrange and what you must do yourself. Ask the relevant authority or adviser whether the proposed forms of support can be combined and whether aid received affects the amount eligible for a tax deduction. Several advertised amounts cannot simply be added together against the same expenditure without checking those conditions.

• A payment schedule and an affordable plan if pending support is unavailable.
